Who regulates or controls ALPUC?
All water
or sewer utilities that provide service to 15 or more connections
are regulated in the State of West
Virginia.
The West
Virginia Public Service Commission, the West Virginia Bureau for Public Health,
and the West Virginia Department of Environmental Protection regulate ALPUC.
Federal regulations, which also affect ALPUC operations, generally are carried
out through our West Virginia
agencies. Each authority has specific
reporting requirements to facilitate regular monitoring of ALPUC business and
field operations. ALPUC also is subject to USDA bond requirements controlling ALPUC's business operations. One of the bond requirements,
for example, is for an annual audit, and another is for monthly deposits to
debt service and renewal and replacement reserves. There are many other
requirements, and all require steady attention by ALPUC to protect the
interests of ALPUC customers. Violation
of government regulations can be very costly to utility company customers.
