Were there other alternatives to upgrading our own systems when we did?

Yes, there were alternatives to proceeding as expeditiously as possible with the upgrades that now are nearly complete. ALPUC Boards have looked at all available alternatives over the past 8 years. All were either more expensive, unpalatable, or both. We could have refused the Consent Order and hoped for better luck with the federal authorities, but the probable outcome didn't seem favorable. We also could have done nothing and hoped the state would put our company into receivership. This is still a possibility if we do not uphold our responsibilities for operating the company in accordance with law and regulations and with proper fiduciary management. Actually, operating the company in compliance with applicable laws while protecting homeowners from undue liability, providing for an adequate number of competent trained staff, and keeping the company solvent continues to be a challenge.
